We developed a custom and configurable GeoQC platform for PGE to ensure the accuracy of GIS data, providing the foundation for reliable and effective decision-making in utility operations and downstream integrated systems. The platform is automated, spatially aware, and supports multi-user editing and integration with Esri products and exception handling.

We used a configurable design philosophy to build reusable tabular and spatial data quality control tests written in spatial SQL. A single test can be applied to multiple datasets by changing input parameters to discover similar issues across various tables and columns. When a new test case arises, developers can extend the platform by creating custom tabular and spatial tests to check for new data quality issues.

Data quality issues are identified, stored, and reported within a GeoQC database. When features do not pass QC checks, the results are written to the database, which tracks issue history and remediation progress until issues have been resolved. Following the execution of each QC Check, results are cataloged and compared to a historical archive to determine whether a found issue is new, existing, an exception, or resolved.

Using GIS software, editors spatially locate, query, or filter issues by user-defined criteria, edit the offending source feature to resolve issues, or mark issues as exceptions to the test rule. Exceptions can be easily found and periodically reviewed to ensure they are still exceptions.
